Dog mess is a persistent public nuisance across the whole of the Borough. In Little Lever it was of particular concern after the recent snow melted and left a trail of the stuff all over the place.
This is a matter which has been repeatedly brought up at the Area Forum and it is clear that although the Council can periodically clean up there must be a better way of enforcing the law.
My attention was recently drawn to the difficulties being faced by the Walking Bus Scheme taking children to Masefield Primary school in negotiating around the dog mess.
As a result I joined in the journey and asked the Bolton News to highlight the problem.

I further intend to put down a question at the meeting this evening of the full Council in the following terms.
"No matter how much resource we put into cleaning up dog fowling on our pavements across the Borough on a daily basis the following day the same mess from the same dogs will be on the same pavement on the same street. Could the Executive Member for Cleaner Greener Safer please confirm what action is proposed by the Council, what action has been taken to date and what enforcement proposals are in place to address this unacceptable issue of dog fowling throughout the Borough. Could she also consider a suggestion made by shop keepers in the ward I represent that we produce A4 posters saying Bolton says no to Dog fowling that we can get communities to sign up to."
It seems that unless a Warden actually catches the dog in the act in the presence of the owner then penalties cannot be issued.
I would encourage residents who are aware of the people and places involved, to contact me in confidence with that information and I shall see if it is possible to have advisory/ warning letters sent to them.
